I don't totally agree because what increases popularity is negative engagement and stupidity. The marginalized are often buried by the noise of artificial engagement strategies. well-versed in manipulating public opinion. Look at Russia... their cyber army demolishes more than a marginal one. But you are right to say that we must at least act, comment, like... demonstrate that we are here and that we exist... it is important to teach people how the internet works in order to use it in the right ways to defend ourselves and let our voice be heard.
